Services for People with Disabilities

HRC provides an array of services for individuals who have disabilities including for persons with intellectual, developmental, learning, medical, or physical disabilities. These services are designed to honor participant preferences, provided in the community, empower the participants to be in charge of their own lives and decisions, and to assist in improving the quality of life for the participant.

Assessment and Referral Services

Community Day Services serves for people disabilities

Community Day Services serves individuals with Intellectual/Developmental disabilities. The program provides individuals with different activities that are in the community, on-site, and/or with friends. Activities focus on community inclusion, safety, independent living skills, and self-advocacy. The CDS program provides assistance with gaining, retaining, and improving adaptive skills while promoting socialization in a non-residential setting separate from the individual’s residence.

hrc respite services

HRC provides group activities for individuals with Intellectual/Developmental Disabilities or related conditions that have no other funding source. Activities are designed to promote socialization and community inclusion while reducing caregiver stress. Group Respite activities are provided daily Monday through Friday 8 am to 3:30 pm and on scheduled evenings and weekends (dependent upon interest). HRC also provides group respite activities to youth who are in 6th grade or higher during school closures and breaks. HRC’s group respite services are provided in an age-appropriate manner.

These services can be accessed by contacting HRC at (217) 463-3076 and requesting to enroll in group respite. Participants will need to provide proof of disability. HRC can assist with obtaining this documentation in some situations.

supported employment

HRC provides various levels of vocational programming from Vocational Development (Pre-employment) through community placement for persons with intellectual, developmental, learning, medical, or physical disabilities as well as substance use and mental health disorders. Participants are provided with opportunities to explore their personal vocational interests, develop skills, and receive assistance in obtaining competitive community employment. These services are provided through Supported Employment, Community-Based Employment, a “pre-employment” paid training program, and vocational training through day services programs.

supported employment program

HRC has some programs specifically for the purpose of employing individuals who have disabilities. Such individuals are competitively selected from all qualified applicants. HRC recruits for such positions directly through HRC’s traditional recruitment process via the HR department. HR can be contacted at (217) 465-1729.

HRC has several programs designed for work training opportunities for people who have disabilities. These work training activities are paid work. These are not competitive ,and individuals who wish to participate can engage in these services by calling (217) 463-3076 and requesting work training services. Individuals will need to provide proof of disability.   

While HRC provides community placement for persons with intellectual, developmental, learning, medical, or physical disabilities as well as substance use and mental health disorders, many times participants choose to keep these services confidential from the potential employer. HRC is happy to honor such requests.  These services are provided through Supported Employment, Community-Based Employment, a “pre-employment” paid training, and vocational training through the CDS program.

Residential placement

HRC offers various levels of residential services including 24-hour support in a family-like home as well as intermittent support from HRC staff for individuals living in their own homes/apartments or their family’s home. HRC residential services provide support for individuals to live as independently as possible in a way that is meaningful to them.

residential services

Through the HBS program, HRC offers personal support workers when appropriate for individuals receiving this funding. Some individuals receiving this funding choose to employ their own provider, which can oftentimes feel overwhelming to initiate and manage. HRC offers Agency-based Personal Support Workers. When you choose an Agency-based Personal Support Worker, HRC provides trained staff who can come to your home for a few hours a day or several hours per week. We can help you with learning the skills to be as independent as possible as well as providing support needed for community activities. Our staff are CPR/First Aid certified and registered Direct Support Professionals who have completed background checks and screenings.

This service is for individuals who are already receiving Home-based Services, although in some situations a fee-for-service arrangement can be made for those who cannot obtain this funding. To learn more about how to access home-based funding or a fee-for-service personal support worker, contact HRC at (217) 463-3076 and request to talk about establishing Home-based funding and personal support worker services.

Through the HBS program, HRC offers support for individuals receiving this funding. Supports include Self-Directed Assistance (SDA) and Agency-based Personal Support Workers. Through SDA, staff are here to assist families/individuals with setting up their home-based services, hiring personal support workers, maintaining Medicaid benefits, as well as medical and housing advocacy. When you choose an Agency-based Personal Support Worker, HRC provides trained staff who can come to your home for a few hours a day or several hours per week. We can help you with learning the skills to be as independent as possible as well as providing support needed for community activities. Our staff are CPR/First Aid certified and registered Direct Support Professionals.

Staff members include but are not limited to Certified Recovery Support Professionals, Certified Alcohol and Drug Counselors, Licensed Clinical Professional Counselors, Mental Health Professionals, and Recovery Support Aides.

Joan Wamsley

Joan Wamsley is an experienced Registered Nurse with over 40 years of experience and started her journey with HRC during January 2022 as the Nurse Trainer. She finds her work rewarding and enjoys interacting with the individuals and staff at HRC.

Julia Kauffman

Julia Kauffman is a Case Manager/Community Inclusion Specialist at HRC with a passion for making a difference in people's lives and helping them achieve their goals by overcoming obstacles. She is excited to utilize her skills to support individuals with disabilities.

Julie Collins

Julie Collins is the Employment Services Coordinator at HRC and has been with the organization since 2012. She has enjoyed getting to know and working with the individuals HRC serves and loves spending time with her children and grandchildren, doing arts and crafts, thrift store shopping, decorating her home, and watching true crime shows.

Kara Jones

Kara Jones is the Janitorial Supervisor, Intake and Referral Coordinator, and Rehab Services Billing Specialist at HRC. She has been working there since 1998 and is certified in CPR/AED/First Aid Instruction by the American Red Cross and a Custodial Technician Trainer by ISSA/CMI. Kara is passionate about working with individuals with developmental disabilities and loves to see them succeed.

Kaylea Wombles

Kaylea Wombles has been with HRC for almost three years and is a Janitorial Job Coach/CDS Trainer. She enjoys working with individuals with intellectual and developmental disabilities and helping them succeed.

Payment for Services

What Is the Cost of the Services?

HRC is the primary provider of such services for people who have Medicaid while also providing services to people who have private insurances. HRC offers assistance including reduced fees for individuals who have an inability to pay for services.
