Substance Use Services

HRC offers Substance Use Services for people who need an assessment, treatment planning, individual treatment, or group treatment. These programs are called “Substance Use Disorder (SUD)” treatment programs, formerly referred to as “addictions services.” HRC provides quality professional services in an outpatient setting for individuals suffering from substance use disorder. A wide variety of services are available for individuals to assist in the improvement and/or maintenance of daily functioning. On-site outpatient treatment services are based on the individual’s assessment and needs.

Substance Use Services We Provide

To access these services, contact 217-465-4118 and request treatment for addictions or “SUD services”. Referrals are not required for these services, but if you have a referral, please be sure to share the referral information with the receptionist for scheduling and coordination purposes.

These services are provided with the utmost confidentiality, although individuals can sign a release of information if they wish for HRC to share their treatment progress with others, like probation.

Anonymous Recovery

Our prevention department is dedicated to implementing various drug and alcohol prevention programs in the communities of Edgar and Clark counties. Our aim is to reduce the use of alcohol and prescription drugs among youth. We achieve this by providing prevention education to all 6th and 7th-grade students in our area. Additionally, we run communication campaigns on alcohol and vaping in selected schools in the area. We also assist schools in collecting data to improve their efforts through the Illinois Youth Survey every other year. Our team is available to assist all schools in Edgar and Clark County with any needs they have in promoting healthy drug-free lifestyles for their students.

individual and group services for addiction issues

HRC offers individual and group services in consultation with the primary therapist.  All individuals in services meet regularly with an individual therapist to work towards accomplishing their goals and strengthening their recovery.

A variety of group therapy is offered throughout the week at HRC.  Many of our groups follow the Matrix Model utilizing a curriculum to assist group members to strengthen their recovery.   Friday groups have been focusing on “Hollywood and Recovery,” viewing and discussing a different movie or documentaries related to addiction or recovery each week.

substance use screening and assessment

HRC offers Screening and Assessment for addictions and Substance Use issues.  Screening is completed by appointment at the HRC office (either in Paris or Marshall) and includes a biopsychosocial assessment of needs, drug testing, and other screening services.  This screening and assessment can be recommended by a legal resource such as court, probation, or parole, another referral source such as DCFS or Medical provider, or may be self sought by an individual seeking to deal with a substance use issue.

After an individual is determined to be appropriate for Substance Use services, a treatment plan is completed which identifies appropriate goals and objectives to help the individual make changes in their situation with regards to substance use.

screen for drug abuse

HRC offers a range of testing for substances including instant and “send-off” services to the lab. These services are provided by trained substance use treatment staff. These are generally offered as an auxiliary service in conjunction with other substance use screening, education, or  treatment services.

DUI evaluation

HRC offers Secretary of State-certified DUI evaluations for individuals seeking to complete the requirements following a DUI.  This evaluation meets the requirements of both court and Secretary of State and is a first step to identifying a classification of risk.  These classifications can include Minimal Risk, Moderate Risk, Significant Risk, or High Risk, and each has associated recommendations for classes or SUD treatment.

Risk Education is a 10-hour class required for those classified as Minimal, Moderate, or Significant risk.  It is offered on a rotating basis in each of our offices (Paris and Marshall.)  Each month the class is offered in 4 sessions which complete the 10-hour requirement.

DUI Updates:  For individuals whose original DUI evaluation is more than 6 months past, HRC offers DUI Update services to help coordinate documentation needed to go to a hearing with the Secretary of State to apply for reinstatement of driving privileges.

Recovery Support Specialist

The Recovery Support Specialist's (RSS) role is to support others in recovery from a substance use disorder and those seeking resources in the community. The RSS serves as a role model, mentor, and advocate and seeks to empower recovering individuals by helping to prevent relapse, by providing ongoing support, and promoting long-term recovery.

RSSs are people who have been successful in their own recovery process who help others experiencing similar situations. Through shared understanding, respect, and mutual empowerment, a RSS helps people become and stay engaged in the recovery process. RSS strives to extend substance use treatment, mental health treatment, trauma recovery, and support beyond the clinical setting into the everyday environment and communities of those seeking recovery.

These services are available to individuals who participate in HRC’s addictions and substance use disorder treatment programs who have a need for these services. In order to access these services, a person needs to enroll in substance use disorder treatment and demonstrate need for this service.

What can a RSS Assist With?

  • Advocate for people in recovery
  • Share resources and skill building
  • Build community and relationships
  • Mentor and help to set goals
  • Provide substance use services and/or training
  • Educate the public on various topics related to substance use
    — Assist in developing skills such as grocery shopping, budgeting, relationship building, problem resolution, and building a sober activities wellness toolbox
    — Coach individuals through the recovery process by helping them to identify their triggers for substance use and methods for coping with stress without turning to drugs or alcohol
    — Coordinate with other medical professionals to ensure that individuals are receiving appropriate care for physical injuries or illnesses related to their addictions
    — Assist in applying for, obtaining, and/or utilizing resources such as public entitlements (SNAP, Medicaid, etc), childcare, employment, compassionate clothing closet, food pantry, public transportation, higher education

These services are available by contacting (217) 465-4118 and requesting “SUD” services. If, following an assessment, the person and their therapist identify this service as a benefit to the individual and the individual chooses, the service may be provided.

Mental Health First Aid Training

HRC provides many trainings to community groups. HRC offers training to employers, social organizations, schools, first responders, other behavioral health professionals, families, and others. These trainings are conducted based on request and HRC’s ability to provide the needed training. Some of the training HRC has provided during the past several years includes Youth Mental Health First Aid Training, Mental Health First Aid Training, trauma-based training, mental health awareness training,  drug use awareness, wellness training, parenting skills and support, and more.

Substance Use Disorder therapist

HRC’s Substance Use Disorder (SUD) therapists coordinate with referral sources to ensure that individuals are receiving needed services. They will refer appropriate individuals to auxiliary services such as employment programs, health services, entitlements analysis, mental health assessment, and more. HRC provides many auxiliary services and can refer you to other providers as appropriate.

These services can be accessed by engaging in HRC’s SUD Treatment. SUD services are available by contacting reception at (217) 45-4118 and requesting SUD services.

Anonymous Recovery

Discover the support you need on your journey to recovery with HRC's collaborative efforts alongside trusted anonymous recovery groups like Alcoholics Anonymous and Narcotics Anonymous. Our commitment extends to providing a welcoming space for meetings aimed at fostering and sustaining recovery. Join us at the Forsythe Center in Marshall, IL, where Narcotics Anonymous convenes Mondays and Fridays at 6 pm, and Alcoholics Anonymous gathers Thursdays at 5:30 pm. Take a step towards a brighter tomorrow with HRC and our dedicated partners in recovery.

Ashley Hemrich

Access Coordinator and Reception Supervisor
Ashley brings a wealth of knowledge and experience to her role at HRC. She has been with the organization for over two years and has worked in various departments, including managing teams in the mental health field. Ashley is an Indiana State University Alumni, where she earned a Bachelor’s in Political Science (2018) and a Master’s in Public Administration (2020) with an emphasis in human resource development. Currently, she is a doctoral candidate in the Global Leadership program at Saint Mary-of-the-Woods College, focusing on healthcare and mental health on a global level. Ashley is excited to connect and interact with individuals in the community and looks forward to making a positive impact.

Penny Ogle

Lead Receptionist
Penny is a dedicated employee of HRC and has worked in the Reception department for over 24 years. She is a proud mother of two daughters and nine grandchildren, whom she enjoys watching participate in sports activities. As part of the Reception team, Penny understands the importance of making a positive first impression and strives to make all individuals feel welcome and supported.

Grace Poynter

Reception and Case Records
Grace is a valued member of HRC and has worked at the organization for over 6 years. She started as a temp at reception in the Paris office and later accepted the position of Case Record Secretary in 2021. Grace resides in Paris, IL, with her husband and daughter. She continues to work at reception during the week, where she has honed her skills in efficiency and customer service. Grace is committed to creating a welcoming and respectful environment for all individuals seeking assistance from HRC.

Receptionist
Janet has been a valued employee of HRC for several years as the primary appointment reminder calling person as well as general receptionist duties. She finds great satisfaction in contributing to the mission of the organization, and feels grateful to be part of a team of caring and empathetic individuals who share her dedication to improving the lives of others.

Norm Wilson

Substance Use Disorder Team Leader
Norm Wilson, LCPC, CADC, is the SUD Team Leader and a Substance Use Disorder Counselor at HRC. He has a Bachelor of Arts in Psychology from Illinois Wesleyan University, a Master's of Divinity from Bethany Theological Seminary, and a Master's in Clinical Mental Health Counseling from Indiana State University. Norm enjoys working with a diverse range of people and is involved in various church and volunteer activities. He loves walking alongside his clients as they discover their own keys to success.

Jack Weber

Jack Weber, CADC, is a Substance Use Disorder Therapist at HRC with over 19 years of experience in news media. He is a recovering addict himself and passionate about sharing his experience, strength, and hope with others who struggle with addiction. Seeing his clients find recovery and change their lives is the most rewarding part of his job.

Chelsea Witmer

Chelsea Witmer is the Prevention Coordinator at HRC with a bachelor's degree in education from Eastern Illinois University. After teaching for three years, she found that she wanted to use her degree in a different way and joined HRC in August 753. As she fell in love with the program, she transitioned into the prevention program where she enjoys making connections with students and the community.

Amy Cooper

Prevention Specialist
Amy Cooper is the Prevention Specialist at HRC. She has a Bachelor’s degree in English from Indiana State University. Amy worked at Marshall North Elementary for four years as an Aide in the LD Special Ed classrooms and in Title 1. She loves the classroom setting, connecting with students and educators, which transitions nicely into her HRC position!

What Is the Cost of the Services?

HRC is the primary provider of such services for people who have Medicaid while also providing services to people who have private insurances. HRC offers assistance including reduced fees for individuals who have an inability to pay for services.
