Company Profile

The Human Resources Center is a 501[c]3 not-for-profit agency which operates without discrimination as to race, sex,, disability, or national origin in the employment and promotion of staff, delivery of services, and the selection of board members. HRC receives funding from the Illinois Department of Human Services, the Community Mental Health Act (708), the United Way of Edgar County, Inc., various grants, and service fees. The Human Resources Center was established in 1970 as a community center dedicated to helping the citizens of Edgar & Clark Counties.  For over thirty years, HRC has served the businesses and citizens of East Central Illinois and West Central Indiana and has offered a wide variety of rehabilitative services geared toward the issues and challenges that face our rural communities.

"When there is nothing left to burn…"
 

In the song “All Summer Long,” Kid Rock glorifies drug abuse (“smoking funny things”), underage drinking (17-year olds “sipping whiskey out the bottle”) and teen sex (“making love out by the lake”).  As an added insult, the song appears on the album entitled “Rock N Roll Jesus.”  While it certainly doesn’t rank among the most lewd or irreverent songs currently on the radio today, its snappy melody and “summer anthem” status gave it plenty of air time in 2008. 

 

When I am thinking “prevention” I find Mr. Rock’s song troubling and fret over the cumulative impact of the “party all night long” messages bombarding youth from every direction.  When I am thinking “mental health” however, I am much more concerned about the growing anguish and fears associated with the collapse of our economy, the state budget crisis, drastic cuts to human services funding, and local job losses. 

 

I don’t know of any up-tempo feel-good songs about foreclosures, homelessness, and starvation, but I do know our youth are feeling and expressing fears related to these tragic circumstances. I recently stumbled across a song (by “Stars”) my18 year-old son downloaded to my IPod that begins with an eerie voice commanding “when there is nothing left to burn you must set yourself on fire.” The unfortunate power of this phrase is it has transcended it original context to become a metaphor for the economic strife, pain, and anarchy so many youth and families are experiencing.

 

Youth violence, self-harm, mental health crisis calls, and delinquent acts are on the rise within several of the communities HRC serves. Increasing unemployment, political scandals, and family strife are only making the challenges facing our at-risk youth worse at a time when most Illinois behavioral health providers are being forced to reduce services. Fortunately, with the support of CAMA Inc. and Senator Richard Durbin, HRC was awarded a federal grant through the Office of Juvenile Justice and Delinquency Prevention (OJJDP), enabling the development of HRC’s Enhanced Youth Services (EYS) initiative. Thank you to the many organizations, community partners, and volunteers that have collaborated with and supported HRC during a very challenging year. With your help HRC has continued to address the most urgent behavioral health needs of the two-county area with innovative approaches such as EYS, even when it seemed there was “nothing left to burn.”
